Hello. My name is Carol Elaine C--. I am affiliated with California Election Protection Network and I am on the Communications and Strategy Committees of SoCal Grassroots, whose members number in excess of 17,000 Californian voters. It is as one of those Californian voters that I am here today.

To understate the matter, I have concerns. I am concerned about the current rush towards certifying voting machines produced by corporations whose software has known and documented security and operational problems. Problems which have, without a doubt, resulted in rancid elections across the country, including California.

I am doubly concerned that there is resistance towards developing and adopting machines with non-proprietary software. An additional concern is that portions of the actual testing procedures of these highly questionable machines have been blacked out so that we do not know all details of the testing. Concerns are also raised that the efforts of the voters to participate in the process of ensuring transparent certification procedures are being thwarted in this hearing by limiting speakers' concerns to two minutes and by not allowing speakers to yield their time to others, if they so choose.

I am the daughter of a Naval veteran. My childhood was nothing but constant uprooting, and thus there was no place I could call home. I have lived in California since 1977 - for 3/4 of my life. California is my home. If you allow these machines to be certified, you will be assisting in the destruction of my home. I urge this panel, the election committee and the Secretary of State to widen their scope of vision to include machines with open source coding, as well as non-electronic voting options and to seriously consider the valid concerns of all Californian voters who do not wish to see their home destroyed.
